Timing and manner of making allocation announcements: 

Available water resources are assessed before the start of the irrigation season, and an announcement is made of the seasonal allocation available at that time. The available resources are then reassessed during the irrigation season (usually on the 1st and 15th of the month, or the next business day), and any changes to the allocation are widely publicised. How allocation levels are determined: 

The volume of water available for allocation at any time is the volume actually held in storages, minus up-front commitments, the losses incurred by the storage and delivery of water (e.g. seepage and evaporation). The up-front commitments include environmental flows, water already allocated, and carryover when it is permitted. See the Victorian Resource Manager page for further information.
