Timing and manner of making allocation announcements: 

Available water resources are assessed before the start of the irrigation season, and an announcement is made of the seasonal allocation available at that time. The available resources are then reassessed during the irrigation season (usually on the 1st and 15th of the month, or the next business day), and any changes to the allocation are widely publicised. See the Victorian Resource Manager page for further information.

How allocation levels are determined: 

The volume of water available for allocation at any time is the volume actually held in storages, minus up-front commitments, the losses incurred by the storage and delivery of water (e.g. seepage and evaporation). The up-front commitments include environmental flows, water already allocated, and carryover when it is permitted. See the Victorian Resource Manager page for further information.

  • the trading rules apply to the trading zone of the right or allocation being traded and the location to which it is being traded
  • this water access right may occur in more than one trading zone, and different trading rules may apply to the different trading zones
  • trade opportunities may vary over time, and
  • a trade cannot occur without approval.

For additional information on interstate trade within the southern connected system, refer to Schedule D of Murray–Darling Basin Agreement. The Murray–Darling Basin Agreement (Schedule D – Permissible Transfers between Trading Zones) Protocol 2010 outlines the following:

Trade may occur from Campaspe (Zones 4A & 4C) to the following interstate zones:

  • New South Wales Murray above Barmah Choke
  • New South Wales Murray below the Barmah Choke
  • South Australian Murray.

Back trade (according to the rules set by New South Wales) may occur from Campaspe (Zones 4A & 4C) to the following interstate zones:

  • Murrumbidgee
  • Lower–Darling.

These trades are allowed subject to any conditions outlined in:

  • Schedule D of the Murray–Darling Basin Agreement
  • the Victorian trading rules (referenced above), and
  • the relevant New South Wales and South Australia rules.
